Through resolution G-415-2007 from February 16, 2007, the General Management, based on the faculties vested by Section 32, section j) of the Organic Law of the Costa Rica Tourism Board, and numbers 99 and 103 of the Code of Tributary Norms and Procedures, delegates to the Revenue Department tributary tasks within the Institution, with the exception of the establishment of limits to dispose the archive of tributary debts in judicial or administrative management.

The tasks of the Revenue Department include collecting, regulating, and controlling taxes received by the ICT:

1. A 5% tax on tickets sold in Costa Rica, for any kind of international travel (Law No. 1917 from July 29, 1955), Section 46, section a) Organic Law of the Costa Rica Tourism Board.

2. A 5% tax on tickets with Costa Rica as the country of origin, for any kind of international travel (Law No. 8694 to Strengthen the Development of the National Tourism Industry from December 11, 2008, through the addition of section b) to Section 46 of the Organic Law of the Costa Rica Tourism Board No. 1917 from July 29, 1955).

3. A $15.00 tax for entering Costa Rica by air, with a ticket acquired abroad (Law No. 8694 to strengthen the Development of the National Tourism Industry from December 11, 2008, section 2).

Manage and control the collection of nontaxable bills to pay.

The objective of the Tourism Consulting and Management unit is to manage the tasks of the following departments: Tourism Management, Certifications and Social Responsibility of the Tourism Industry, Tourist Services, Regional Offices, and Investment Attraction Unit, in order to develop substantive actions to stimulate the development of the tourism industry, promote investment in the country, and improve the quality of tourism products, all this to satisfy the needs of tourists and tourism entrepreneurs for the advantage of the country.

 

The Management works with other units to increase tourism in the country, promoting revenue and a pleasant stay of foreign visitors looking for rest, amusement, or entertainment. It also promotes the construction and maintenance of recreational sites for tourist use, maintains and coordinates inter-institutional relations through cooperation agreements with entities like Municipalities, Ministries, and Independent Institutions to join corporate efforts that promote the construction and/or remodeling of sites for the enjoyment of national and international visitors, and it also offers spaces for tourist information.

 

Furthermore, it supervises the compliance of the objectives established in the National Tourism Development Plan in aspects related to the area of tourism management, where the increase of companies with Tourist Declarations is promoted, as well as improvements to the existing tourism infrastructure, and the creation of new infrastructure for the current needs of both, national and international markets.

Known as one of the units with higher level information technology culture, it has several information systems developed to accomplish its objective: supply, in an opportune fashion, trustworthy and complete data about the budget and accounting information for the decision-making processes of the management.

General objective of the department:

Implement and operate the necessary policies, standards, systems, and procedures to guarantee exactness and security when gathering and registering financial and budget operations to accomplish the goals of the entity, in order to supply information that will contribute when making decisions, to promote efficiency and efficacy in management control, to evaluate activities, and facilitate the regulation of the operations, considering the duly observance of the laws, standards, and regulations that apply.

The following areas are specific to its general tasks:

Budget: Participates in the formulation of the yearly budget plan; regulates, controls, and evaluates the correct implementation of the budget in conformity with the established in the Financial Regulations, the Internal Administrative Contracting Regulations; among other standards. It also prepares budget modifications and submits monthly budget reports to the Board of Directors, as well as the yearly final budget for a correct decision-making process.

ICT, as an Institution covered by the scope of the Budgetary Authority, must comply with the budgetary policy regulations, and carry out the budgetary standards issued by the Comptroller General of the Republic, submitting all the information required by external entities.

Accounting: Responsible for the compilation, classification, interpretation, and registration, in monetary terms, of every transaction done by the institution for collected revenue and expenditures; generate monthly accounting-budgetary financial records, reconcile bank accounts, and perform cash audits.

Treasury: Administers the imprest fund, guards and receives payment of taxes and petty cash vouchers, guards and submits checks issued for provider payments, among other values; manages the acquisition and payment of securities.

Checks Office: Receives, analyzes, and reviews every supporting document before paying the providers for the acquisition of goods and hired services. In conformity with the established in the Financial Regulations and other internal standards.

Advance Control and Settlement of Travel Expenses: Control and authorize money advances for touring inside or outside the country, provide follow-up to the settlement of said payment in the regulated time frame, and analyze and verify that travel expenses are in compliance with the Internal Regulation for Travel Expenses, and the one issued by the Comptroller General of the Republic.

Budgetary Information

Revenue

Displays the estimated revenue of the Costa Rica Tourism Board, classified as Current Revenue, which is made up by: Tax Revenues, from the taxes on international tickets originated in Costa Rica, and the entrance tax to the country with an airline ticket bought abroad, and for nontaxable revenue, produced by financial assets and interests, as well as any other nontaxable income. Furthermore, the incorporation of Resources from Previous Periods (Free surplus and specific surplus).

Expense

Displays the estimated expenses of the Costa Rica Tourism Board, on a Classification by Expense Object of the Public Sector, in conformity with the expense motivation required, to obtain the assets and services that will be acquired during the budgetary period necessary to reach the objectives and goals established in the institutional plans.

Message from the Internal Auditor

The Internal Audit performs a very important role as an independent, objective, and consulting activity, it contributes to the accomplishment of institutional objectives through a professional and systematic approach to evaluate and improve the efficacy of the management processes, risk managements, and the control of the Institution, as established in the legal block.

Our dynamic environment establishes a proactive approach and modern management based on the use of updated knowledge, on the search for effective tools to face new challenges, and on the opportune coordination with diverse instances, such as the Active Administration, the Comptroller General of the Republic of Costa Rica, and other subjects interested in the activity and its results.

To conclude the pertinent efforts this Consulting Body finds in the existing legal block its greatest strength, basing its actions on the best principles, standards, and public management practices that guarantee compliance with the institutional objectives.

The substantive task of the Internal Audit is to evaluate public resource management to determine the rationality of the financial information, the degree of objective and target fulfillment, and to evaluate if these resources are managed with economy, efficacy, efficiency, and transparency, in compliance with the valid code of laws.

In this context, the executed tasks look to advise and warn, but also to regulate, since it is a part of the Control and Regulation System of the Public Finance. The results of this task are mainly reports and preventive services that include consultancy, warning, and authorization of books.

The Internal Audit procures a proactive approach, effective and in line with its strategic objectives through the provision of its audit and prevention services, so that its contribution in the accomplishment of these objectives produces positive changes and improvements implemented by the Active Administration, in response to the issued recommendations, consultancies, and warnings.
